The correct answer is A) Head of State but not Head of Government.

In a parliamentary republic the two top jobs are split. The President is Head of State but not Head of Government: a mostly formal role. Running the government is the job of the Prime Minister, who needs the confidence of parliament.

Italy is the obvious example: the President of the Republic is Head of State, and the Presidente del Consiglio leads the government.

E might catch Italian students, because the Italian President does chair the High Council of the Judiciary. But that is a detail of the Italian constitution, not a feature of parliamentary systems in general.
